The European Union citizens have the right to work, -so they don’t need permission to do it-, at any member country, with the same rights and obligations than the citizens of the country of destination and in the same hiring conditions.
You can get settled in another country of the Union during a period of time -generally the States set six months-, to look for a job. If after this period of time you show that you are still looking for a job, they can’t force you to leave the country.
You also have the right to register you at the employment office. They must offer you the same help than the other job seekers.
You have the right to get settled in the members of the EC where you are working in. For more of three months periods, you can get the green card (residence visa).
